Rajasthan Annapurna Bhandar Yojana: Modernizing Public Distribution System

1Rajasthan’s chief minister Vasundhara Raje launched ‘Annapurna Bhandar Yojna’ for providing multi-brand products of daily consumption at a reasonable price in the state.

  • Under the project, 25,000 rational price shops in the state will be converted into Annapurna Bhandar so that people can get multi-brand consumer goods at reasonable prices
  • The initiative taken in Public-Private Partnership (PPP) mode will modernize the PDS or Public Distribution System and will provide better quality consumer goods, adding more than 160 goods would be available at reasonable prices.
  • For this, Rajasthan State Food and Civil Supplies Corporation and Future Consumer Enterprise Ltd signed an agreement with the Chief Minister Office.
  • “With this agreement, a new era of PPP model started in the history of India’s Public Distribution System”, a release quoting Chief Minister Vasundhara Raje said.
  • Annapurna Bhandar Yojna would strengthen government’s effort in bringing about a positive change and improving the daily lives of the people of Rajasthan, she said.

Rajasthan Chief Minister Vasundhara Raje initiated the first of its kind scheme in the country called Annapurna Bhandar Yojana. This scheme launched in association with Rajasthan State Food & Civil Supplies Corporation and Future Consumer Enterprise Ltd. It is a public-private partnership (PPP) scheme for providing multi-brand products of daily consumption at fair price shops (FPS).


Union Minister Rajyavardhan Singh Rathore said that the initiative will also benefit unemployed youths. Speaking about Raje’s recent visit to New Delhi, Rathore said, the Chief Minister was trying to get maximum assistance from the Centre for the development of Rajasthan

About the initiative:

  • Under this public-private partnership (PPP) scheme; Public Distribution System would be modernized by providing better quality multi-brand consumer goods at competitive prices to the general public through fair price shops (FPS).

राजस्थान में अब सीधे मुख्यमंत्री को दर्ज कराई जा सकेगी शिकायत

जयपुर। राजस्थान में रहने वाले लोग अब सीधे मुुख्यमंत्री वसुंधरा राजे को शिकायत दर्ज करा सकेंगे। इसके लिए मुख्यमंत्री हेल्पलाइन शुरू की जा रही हैं। इसका नम्बर होगा 181 और शिकायत दर्ज होते ही परिवादी के मोबाइल पर शिकायत का नंबर और संबंधित विभाग को भेजे जाने का संदेश मिल जाएगा। यह हेल्पलाइन 15 अगस्त से शुरू किए जाने की तैयारी की जा रही है।

राजस्थान में अभी आॅनलाइन शिकायत दर्ज कराने के लिए सम्पर्क पोर्टल बना हुआ है। इस पर इंटरनेट के माध्यम से शिकायत दर्ज कराई जा सकती है। 181 पर शिकायत दर्ज होने के बाद उसके मोबाइल पर इसका संदेश आएगा। शिकायत या समस्या को सबसे पहले संबंधित विभाग को भेजा जाएगा। हर समस्या के लिए अलग-अलग समयावधि निर्धारित की जाएगी।

निर्धारित समय मे समस्या निस्तारित ना हो पाने या परिवादी के असंतुष्ट होने की स्थिति में यह शिकायत जिला स्तरीय अधिकारी और इसके बाद जिला कलेक्टर को भेजी जाएगी। इस स्तर पर भी निस्तारित ना होने की दशा में परिवाद की सुनवाई खुद मुख्यमंत्री वसुंधरा राजे द्वारा संबंधित अधिकारियों की मौजूदगी में वीडियो कॉन्फ्रेंसिंग के जरिए की जाएगी और यह पता किया जाएगा कि समस्या का समाधान क्यों नहीं हुआ। इसके लिए मुख्यमंत्री राजे अब हर माह कलक्टरों से वीडियो काॅन्फ्रेंस करेंगी।

50 Mini Bazaars In Rural Areas Of Rajasthan Soon

JAIPUR: State cooperative department under Sahakar Vyapar Sangh to open 50 mini bazaars in the rural areas. The mini bazaar includes mini supermarkets, utility shops, fertilizers and seeds, medical shop, dairy and ice cream parlour and e-Mitra facility among others.

The aim is to make available quality products at competitive prices, said an official in the cooperative department. The project is being executed through the village so operative societies and Kraya -Vikraya shakari samiti. The products for the Mini Bazar would be sourced from district consumer Bhandar.

The Utility shops at the Mini Bazzar would have electric fittings, materials for plumbing works, sanitary ware, cement etc. All the goods sold at the Utility shops would be sourced directly from the company by a state level agency constituted and distributed to the cooperative societies.

 The seeds, fertilizers pesticides etc required to the farmers in the mini bazaar would be supplied by RAJFED and medicines would be supplied from the district consumer Bhandar. RCDF has been roped in to supply the dairy products and ice cream to the parlours set up under the scheme. In order to promote the cashless mode of payment in the rural areas and e- mitra centres are also prosed at these Mini Bazars so that people living in rural areas could also take advantage of the technical advances in information and communication facilities.

In the first phase, five village cooperatives in Sikar, Jalore and Banswara have been selected and orders for the construction of the complex have been issued, according to officials.

State cooperatives minister Ajay Singh Kilak said this would promote make in India and Make in Rajasthan and the people in rural areas will also get quality products at a competitve price. It will also create employment opportunities.

The Rajasthan Government signed a partnership agreement with a private company to provide multi-brand daily consumer products on the Fair Price Shops (FPS) all over the state. This Yojna is aimed to re-invent the Multi-brand rural retail deals. It would not only provide food grains and other consumable items through the public distribution system (PDS) but is also an ambitious attempt to modernize it.


The idea of forming this Public Private Partnership (PPP) was to enhance the trust of rural Rajasthan on the PDS. Also, the villagers and rural people will be able to purchase quality consumer products at competitive prices. It is the need of the hour to strengthen the PDS so that the basic infrastructure of the state regarding PDS gains the confidence of people. The food items like edible oil, pulses, jaggery and spices, pickles, flour, etc. will now be made available to consumers at the Fair Price Shops (FPS). The Rajasthan Government makes sure that more than 150 quality brands are available to the people at ‘Annapurna Bhandar’.

There are around 25,000 Annapurna Bhandars to be constructed all over the state and the first shop was inaugurated by Smt. Vasundhara Raje at Bhambori Village. It would surely be of great help to the people living in rural areas of the state as they could choose from the brands and purchase quality products without turning to cities. The prices of these products are also kept reasonable. The first phase included the construction of 5000 FPS – 1000 each in Jaipur, Udaipur, and Jodhpur division while 500 each in the rest of the divisions by March 2016. These shops are not converted with the motive of creating rural malls rather it is aimed for the dual benefit of people and others associated with retail, by providing them supermarkets next door. Through these shops, people will get better quality consumer goods within their access along with providing employment to the youth and giving them a chance of becoming entrepreneurs with Annapurna Bhandars. The margin of discount on branded products will be shared in the 3:2 ratios between the consumers and the dealer in this scheme. Profit earning is not the motive of these supermarkets and they would work to ensure reasonable profits and reasonable prices with high customer satisfaction. This attempt will bring a positive change in the daily life of people as they would get the access to a better standard of living. More than 5000 FPS dealers will become a part of India’s biggest entrepreneurship drive with the assistance from Central Government.


For this dream to become reality, Rajasthan Government entered into PPP with Future Consumer Enterprise Ltd (FCEL), which is a Future Group company. At present, more than 10 FPS are operational and others are coming underway. Not only this, the dealers will also be imparted with modern Retail Management training by Future Consumer Enterprise Ltd. Being a private enterprise contract, the scheme’s focus will lie upon the supply of quality and better service to the customers. The latest management practices and up gradation of FPS are the areas to work upon. Along with the items listed in the PDS category, the Annapurna Bhandars will also sell food items like rava, maida, besan, including other daily healthcare and hygiene products and more.

The attempt of Rajasthan Government to transform the Public Distribution System into Country’s first modernized supermarket in villages is truly commendable. The launch of Annapurna Bhandars saw the unique multi-brand rural outlet consisting products of a small bank, ration shops, grocery shops and seeds outlet. This modern up gradation to reach out to the people in urban, semi-rural and rural areas has strengthened the trust for Raje Government in the heart of people of Rajasthan.
